The candidate for the profession of lawyer Dumitru Buliga said that a large part of those who want to become lawyers do not manage to pass the exam even if they have a high professional training level because the system is corrupt. In a news conference at IPN on March 10, Dumitru Buliga said he is in a similar situation and tried to seek justice in the national courts, but all in vain. He is now ready to go to the European Court of Human Rights (ECHR).
“The candidates for the profession of lawyer who didn’t give money to the licensing commission for being admitted to the bar are rejected. The commission can even overlook their works. Regardless of their professional qualification level, they are not admitted to the bar,” stated Dumitru Buliga.
He also said that in his case, the licensing commission wasn’t set up legally. It had only 10 members, not 11 as the Law on Advocacy requires. The commission didn’t explain its decision to reject him and didn’t provide arguments when it rejected his challenge.
The candidate noted that he disputed in court the procedure for holding the exam and won the case, but the Appeals Court quashed the decision. This happens because the judges are corrupt.
According to Dumitru Buliga, the sums that the members of the licensing commission receive amount to thousands of euros. Funds are created with this money to further corrupt judges so that these reject the challenges of the candidates for the bar.
