The businesspeople in Moldova consider that the procedure for obtaining licenses and authorizations for work is excessively bureaucratized. In parts the procedure is doubled and the businessmen lose time and money, said the chairman of the Construction – Assembly Employers Association Pavel Caba has told IPN.

“We consider that the construction companies mustn’t be licensed, but only certified. These companies must have attested personnel, specialists, workers, normative framework. We proposed a bill by which to adopt the Code of Urbanism and Construction so as to delimit which companies can do embankment works, which can make concrete floors, etc.” said Pavel Caba.

As regards the authorizations, the chairman of the Construction – Assembly Employers Association said the procedure earlier was more difficult. Afterward, there were eliminated some of the bureaucratic procedures and the situation improved. But the legislation was then again modified. “Earlier, they levied 50 lei for an authorization and 100 lei for an urbanism certificate. Now they charge thousands of lei,” stated Pavel Caba.

He also said that the entrepreneurs must go to all the constriction authorities, before designing the construction and after completing the works. “The specialists are certified and bear responsibility. In this case, why do we need so many coordination operations and consents? The certification procedures last longer than the construction works. We lose time and money,” he added

According to the World Bank’s annual rankings Doing Business, Moldova made progress in improving the business environment, but faces deficiencies as regards the issuing of construction permits. The study “Major constraints to Moldovan businesses”, commissioned by the National Employers Confederation, revealed that about 60% of the Moldovans consider it is rather easy to obtain a license in Moldova.
