Businesses save millions of dollars following reform of permissive documents

The reform of permissive documents done by the Government last year enable businesses to save over US$ 12 million annually, said experts of the International Finance Corporation of the World Bank Group, IPN reports.

According to the Government’s press service, the savings were possible owing to the reduction in the number of permissive documents and of procedures for issuing these. After implementing the concept of national one-stop shops for permissive documents needed by business entities, the costs incurred by businesses will decrease even more.

Before the reform, the representatives of the business community incurred rather larger costs for obtaining the 416 permissive documents. After the reform, the nomenclature of permissive documents contains 152 positions and is divided into three chapters: licenses, authorizations and certificates.

Additionally, there were approved new principles that limit the abuses on the part of the authorities that issue permissive documents and prevent the authorities from rejecting without reason the application for a permissive document submitted by the business entity. There were also introduced additional penalties for functionaries who allow abuses in the line of duty.

The reform of permissive documents was implemented with the participation of the Economic Council and the Ministry of Economy and Infrastructure with the assistance of experts of the International Finance Corporation of the World Bank Group.
