The International Monetary Fund commends governor Sergiu Cioclea on the significant progress achieved under his leadership of the National Bank of Moldova, says a press line issued by the IMF Resident Representative in the Republic of Moldova Volodymyr Tulin.
But the resignation of Sergiu Cioclea as National Bank governor is negative news for the banking sector. The governors are not changed like gloves. It is a long-term tenure, economic expert Viorel Gârbu stated in the talk show “Politics of Natalia Morari” on TV8 channel.
While Transparency International Moldova expert Veaceslav Negruță said there are probably things that governor Cioclea considered a powerful blow to him as an economist in the held post. According to him, the so-called package of tax laws that contained the law on capital amnesty caused the most serious problem to the governor.

Even if the ordinary people are the most humiliated ones, the Administrative Code adopted this July, which is to take effect on April 1, 2019, is a hope for the whole judicial system and for the state authorities as this is expected to strengthen the rule of law, Minister of Justice Victoria Iftodi said in a conference that centered on the adoption of the first code of such a kind in Moldova.
The authorities make effort for things to turn well. The budget for organizing the parliamentary elections of February 24, 2019 was projected at about 110,2 million lei, while the budget for the local elections of 2019 at about 140 million lei.
Asked about the concerns over the possible improper organization and holding of the elections that exist both inside and outside the country, Alina Russu said these could have been generated by the modification of the electoral system.
These and other concerns were discussed in the public debate “Stake of free and fair elections. Who ensures them, who respects them?” forms part of the series of public debates staged by IPN News Agency and Radio Moldova as part of the project “Developing political culture through public debates” that is supported by the Hanns Seidel Foundation of Germany.
It is yet bad that a recent analysis showed employees of the local public administration often commit abuses, exceed their authority and take illegal decisions and the communities suffer as a result. In the course of this year, officers of the National Anticorruption Center identified such cases as the leasing out of land without holding public tender contests, setting of land rental or selling prices that do not correspond to the regulated ones, issuing of urbanism certificates and authorizations in the absence of mandatory documents, issuing of authorizations for changing the purpose of buildings in the absence of feasibility studies, privatization of constructions at diminished prices, rigging of public tender contests for the purchase of goods and services and appropriation of funds in the process of performing building and repair works.
Is this analysis connected with the study conducted by the National Youth Council of Moldova, which shows the jobs are not attractive for the young people, these being discouraged by the low salaries. Therefore, many of them choose to emigrate? In a news conference at IPN, expert of the Center for Organizational Training and Consultancy Mariana Iatsko said the state policies on youth orientation and support on the labor market are not very well known by the young people, these having an insignificant impact. The qualifications of a large part of the young people do not meet the labor market requirements.
