This year children going to school for the first time will receive a new generation of textbooks, including an interactive primer in two tomes, one for every semester. As in the previous years, the first-graders will get to keep their primers. Also, at the parents’ request the second-graders will be taught the module “Digital education” that was introduced in September 2018 as part of the discipline “Technological Education” for first-graders. The textbooks to first-ninth graders are provided free, while the tenth-twelfth graders pay rental.
The municipality of Chisinau started the works to rehabilitate the pedestrian area and lighting system in the historical center of the capital city, in the perimeter of the streets Maria Cebotari, Alexei Shchusev, Sfatul Țării and Mihail Kogălniceanu. Under the project, about 2,800 square meters of sidewalks will be covered with granite pavement. There will be placed 580 linear meters of new curbs and 39 poles that will light the pedestrian area. The façade of the National Museum of Ethnography and Natural History will be lit by 64 uplighters.
At the end of the three-month period envisioned by the Constitution for forming the parliamentary majority and the new Government, important representatives of the European Union, the United States and the Russian Federation visited Moldova concomitantly. How much legality and coincidence were there in this massive presence of the foreign factor and to what extent were the interests of the Republic of Moldova and the people respected? The issues were developed by participants in a public debate entitled “Peaceful transfer of power: reasons, conditions and consequences – the foreign factor” that were staged by IPN News Agency and Radio Moldova.
Commentator Corneliu Ciurea, who is not affiliated to the PDM, noted it was speculated a lot that Vlad Plahotniuc was a supporter of the American political agenda. In reality, neither he nor the PDM were fully engulfed by the foreign policy of the U.S. and this generated particular anger in Washington too.
In the same debate, expert Igor Boțan said the interests and approaches of Europe, the United States and Russia have converged as far as the transfer of power in Chisinau is concerned. “We saw a decent approach from the Americans: politicians need some time to sort out a host of issues. And the representative of the United States had a decent reaction as well. Indeed, why would the Constitutional Court, whose duty is to help us overcome crisis situations, actually tried to extend a state of incertitude for a further half a year?” The European Union’s approach was “very clear”, said the expert. “As concerns the rule of law, elections and so on, the EU has partners in institutions like the OSCE and the Venice Commission.”
Political commentator Ion Tăbîrță in a public debate at IPN said all the programs initiated by the PDM the past year and the provided allowances generated electoral results, primarily in poorer rural areas. “However, this compromise of the geopolitical players was produced. We saw that the Russian Federation became rather actively involved through the person of Mister Kozak. We had some direct messages and this was a new aspect on the part of the Russian Federation. Russia, which was always regarded as something antidemocratic, now appeared as a factor that contributes to the democratization of the Republic of Moldova through the removal of this oligarchic regime. The EU also came with a clear message practically from the start. And we witnessed a pause on the part of the U.S., but the situation was ultimately clarified by the conversation of the U.S. Ambassador Dereck J. Hogan with Vladimir Plahotniuc, while the Constitutional Court, which earlier passed judgements on the dissolution of Parliament, recognized the legislative body and the newly formed Government,” stated the commentator.
Prime Minister Maia Sandu requested the Supreme Council of Magistracy to start the real cleanup of the judicial system. At the start of the Council’s meeting, the Premier told the magistrates that the judges who took illegal decisions should leave, while those who are honest should be promoted to higher posts. Maia Sandu noted the SCM is to blame for the fact that corrupt judges, people who serve the interests of a political clan or an economic clan, who disobeyed the law for many years, now work in the judicial system. “Today I said it clearly that the political class is for reforms in the justice sector and they have no reasons to say that they do not have conditions for reform. We expect them to start the cleanup of the judicial system,” stated the official.
The Supreme Council of Magistracy demands that Corneliu Gurin should resign from the post of judge of the Constitutional Court (CC). The decision was taken after analyzing the Venice Commission’s Opinion, which says that there were no conditions for dissolving Parliament in the Republic of Moldova and the parliamentary majority formed by the PSRM and ACUM acted in accordance with the Constitution when it installed the new Government led by Maia Sandu. The Venice Commission noted the way in which Moldova’s CC calculated when the three-month period during which the new Government could be invested expired and after which circumstances for dissolving Parliament appeared was “unprecedented”.
Minister of Health, Labor and Social Protection Ala Nemerenko announced that the nationwide campaign “A doctor for you” will be stopped as of June 25. The minister wrote on Facebook that instead of building a solid health system for all the citizens, the Ministry of Heath played the “a doctor for you game” while large amounts of money from healthcare were being directed to other pockets.
The deputy director of the Security and Intelligence Service Alexandru Esaulenko was confirmed by Parliament as the Service’s director for a five-year term. Artur Gumeniuc, previously presidential counselor on national security and defense, has been appointed to replace Esaulenko as deputy director. The MPs also voted to change the method of appointing and dismissing the SIS director. This will be named by the President and confirmed by Parliament.
