The leaders of the Democratic Party didn’t think that the East and the West will have such a common clear position as to the formation of the parliamentary majority, stated President Igor Dodon. According to him, something like this happened for the first time in our region given also the geopolitical struggle between Russia and the West. He said legal possibilities should be identified to remove the chief of the Prosecutor General’s Office and to name an independent prosecutor general. “We have a common position on this with our colleagues from the parliamentary majority. There is an important moment here. I will insist that this should be a citizen of the Republic of Moldova.”

Market Economy Institute director Roman Chirca said the treasury situation in Moldova is now unprecedentedly good, the best in the country’s history. According to him, the transfer of power from the former government to the current one occurred without losses. “Judging by the statements made by ex-minister of finance Ion Chicu, we have about 3 billion lei in the treasury accounts. Things will actually continue this way if the same regime is maintained. Even without foreign financial assistance, the Sandu Government can further implement the provisions of the budget law,” stated the expert.

The credibility of Constitutional Court is the biggest problem of Moldova’s political system, stated the president of the Party “Democratic Action” Mihai Godea. He noted that one of the two CC judgments were passed under pressure, namely the decision on the time limit for forming a parliamentary majority and the declaring of the formed majority unconstitutional and the decision by which the Court annulled its own judgments. “Therefore, I don’t know how credible the Constitutional Court is now. A scapegoat was needed and this was the High Court, but putting this institution in such a situation, no matter by who, was a very big mistake,” he stated. Political commentator Victor Ciobanu said the CC members should have resigned by now. The Court in the recent past presented itself to be anti-constitutional and as a branch of the Democratic Party. “This was the posture of this institution where five judges are former members of the PDM, who fulfilled all the political orders and practically worked by remote control. I think this is not only a national shame. It is also an international shame,” he stated.

The MPs adopted a bill to abrogate the law on citizenship by investment after giving it a first reading. According to the bill authors, the given law was adopted non-transparently and can have disastrous consequences for the safety of Moldova and its people. ACUM DA MP Alexandru Slusari noted that to attract investments a responsible government should build a business-friendly environment. The selling of nationality cannot solve the problem of investments and only contributes to the laundering of the stolen funds.

The legislative body is considering setting up a commission of inquiry for elucidating the circumstances of the attempted anti-constitutional putsch staged by the Democratic Party through the Constitutional Court and the Prosecutor General’s Office. According to Sergiu Litvinenko, a thorough analysis is needed into the circumstances in which the Constitutional Court passed the judgements of June 7-9, which were later annulled. The MPs suspect that these decisions were adopted by order of the PDM and its leader Vlad Plahotniuc. In his speech, Minister of the Interior Andrei Năstase said he denounced the usurpation of the state power to the Prosecutor General’s Office and requested the prosecutor general to take legal action so that the persons involved could be held accountable.

The director of the Security and Intelligence Service (SIS) will be appointed by the President and confirmed by Parliament. A bill to this effect was given a first reading in the June 18 sitting of the legislature. Igor Grosu, of the Bloc ACUM, stated that if this bill is passed, the institution will be definitively freed from the control of a party that turned this into a stakeout instrument. Also, Parliament will be able to ensure a balance and more rigorous control. This way the SIS will ensure the national security and will prevent the usurpation of the power from outside.

Prime Minister Maia Sandu said the European Union is ready to reopen the discussions on the macro-financial assistance, to offer financial support for cross-border cooperation projects and to assist the Republic of Moldova with international expertise in strengthening the democratic institutions. She noted she was assured of this by the Head of the EU Delegation to Moldova Peter Michalko in a meeting.

Monica Babuc was confirmed as Deputy Speaker of Parliament, Lidia Chireoglo will serve as acting head of the NAC, while the State Guard and Protection Service will be managed by the President.

A parliamentary commission will probe the privatization and concession of public property starting with 2013. Among the privatization transactions that will be analyzed are those concerning Banca de Economii, the Chisinau International Airport, tobacco company Tutun CTC, Bus Terminals etc. The bill authors suspect the public interest was neglected in favor of private and group interests.

The leader of the Our Party Renato Usatyi said the Prosecutor’s Office for Organized Crime and Special Cases should be liquidated as this is nothing else but a machinery for repression and control. According to the ex-mayor of Balti, this is managed by a person close to the Democratic leader Vlad Plahotniuc. This institution turned into a conveyor for “printing” criminal cases against him and others. “After over 20 cases were started against me, I stopped counting them. All the cases were started when the Our Party was one of the most powerful parties,” noted Renato Usatyi.
