Bribe will be given to CCCEC employees to see if they accept it
The strategy for reforming the Center for Combating Corruption and Economic Crime (CCCEC) envisions testing the institution’s employees for corruptibility. This was specified in the final round of public debates on the strategy, Info-Prim Neo reports.
”A new element that may be implemented is the mechanism that will ensure the integrity of the center’s employees. There will be instituted procedures for testing the integrity of the employees, monitoring their lifestyle and giving regular psychological tests,” said CCCEC director Viorel Chetraru.
According to him, these testing procedures represent challenges organized within the law. They will be decided by the authorities responsible for the disciplinary procedures. “The employee will sign a contract that will stipulate the conditions that the functionary must meet. The state must have guarantees that the functionaries meet the requirements and are suitable for the job. Challenges will be organized in order to establish the lifestyle and behavior of the functionaries in different situations. They will be offered bribe,” said Viorel Chetraru.
The violations will be later examined by the Disciplinary Board, which will take a decision as regards the employee.
Another new element discussed in the final round of debates was the fact that the CCCEC director will be dismissed by Parliament by a majority of votes if he becomes a member of a political organization, does not fulfill the duties for over two months, if the national integrity commission establishes conflicts of interest and if he does not submit income and interest statements on time.
The CCCEC director will be named by Parliament, but the contest will be organized by the Government. The Center will also deal with ‘financial investigations’, i.e. it will determine the origin of the goods coming from corruption acts or illegal activities.
The bill is to be sent to the Government for examination.
