Book about separate opinion of constitutional judge launched

A monograph entitled “Separate Opinion of Constitutional Judge” was launched at the Public Law Library. Its authors, Victor Pușcaș and Valeriu Kuchuk, said the volume is a synthesis of constitutional case law that is strictly based on the examined case. The book can serve as source of research and as a practical guide, IPN reports.

“The separate opinion is an indicator of the independence and responsibility of the constitutional judges. The separate opinion also contributes to the avoidance of speculations about the unanimity dominating at the Constitutional Court, building of society’s confidence in the solution provided by the Court, improvement of the legislation,” explained doctor of law and lecturer Victor Pușcaș, ex-president of the Constitutional Court.

For his part, doctor of law Valeriu Kuchuk, lecturer and lawyer, said that since 1995, when the Constitutional Court was founded in the Republic of Moldova, until 2019 inclusive, there were presented 91 separate opinions of constitutional judges, 40 of which were formulated by Victor Pușcaș. The separate opinions help improve the legislation.

The book was issued in 300 copies.

Victor Pușcaș and Valeriu Kuchuk said they prepare together another book on the constitutional reform in the Republic of Moldova, which is to be launched soon in Chisinau.
