Begets of villages of Dubasari district 84% depend on transfers

The local budgets of villages of Dubasari district over 84% depend on transfers from the state budget, shows a report by the Court of Auditors presented in a public meeting. According to the audit team, the local public administration didn’t take measures to reduce this dependence. As a result, the volume of transfers from the state budget increases continuously. Of 11 mayor’s offices and the district council, only three cover the governance-related costs with own incomes, IPN reports.

The report says the management of budget costs is affected by the erroneous application of norms for the redistribution of the workload to personnel and by the nonconforming management of money intended for investments and capital repair. The legal norms that regulate public procurement are not observed. There are no annual procurement plans and the implementation of purchase contracts is not monitored. Some of the purchase contracts were signed with interdependent persons.

The audit team noted that the local public administration does not have regulations concerning the highest number of company cars and the annual distance limit for a vehicle and concerning the number of service phone subscriptions, faxes and mobile phones for employees.

The Constitutional Court said the irregularities identified within the audit are the consequences of the negligent attitude shown by decision makers in the process of managing public funds and of the lack of an efficient internal control system.

Grigore Policinschi, head of Dubasari district, accepted a number of findings of the report, but rejected others. He said there are regulations based on which public purchases are made and these were approved by the District Council. Some of the costs described in the report as irregular represent costs associated with the organization of cultural and sport events intended for people from the villages that are not managed by the constitutional authorities.

The local public administration of Dubasari district has 12 months to remove the shortcomings highlighted in the report produced by the Court of Auditors.

Dubasari district is situated 28 km from Chisinau. Administratively and territorially, it is divided into two – a part controlled by the constitutional authorities and managed through the Dubasari District Council and another part controlled by the self-proclaimed Transnistrian authorities. The district consists of 15 villages included in 11 mayor’s offices that are located on three plateaus: Cosnita Plateau (left side of the Nistru) – villages Cosnita, Pirita, Dorotcaia, Pohrebea; Cocieri Plateau (left side of the Nistru) – villages Cocieri, Molovata Noua, Corjova, Mahala, Roghi, Vasilievca; Ustia Plateau (right side of the Nistru) – villages Ustia, Holercani, Marcauti, Molovata, Oxentea.
