The head of the Balti housing stock management company Andrei Chernyi said he became a victim of the head of the local office of the State Chancellor's Office in Balti Anatol Harcenco, who is a member of the Democratic Party. Andrei Chernyi said Anatol Harcenco launched a campaign to discredit the members and supporters of the PCRM through intimidation, psychological pressure and dismissals. The head of the Local Public Administration Division of the Government George Mocanu has told Info-Prim Neo that they received no complaint from Balti, while the statements made by the Balti servant, who is a member of the PCRM, are electoral in character. In a news conference on May 18, Andrei Chernyi said that after he took up the post at the start of 2010, the company has been inspected by employees of the tax inspectorate and then of the ecological inspectorate who imposed fines. Andrei Chernyi said the employees of the inspectorates confessed that they were fulfilling a political order. He also said that Anatol Harcenco initiated a campaign to discredit the members or sympathizers of the PCRM. “Harcenco is a former police commissioner. When he worked as commissioner in Balti at the end of the 1990s, the criminality in our town increased,” he said. According to the civil servant, pressure is also made on his family. On Easter night, somebody tried to stole his car, while on the night of May 9 his father's car was stolen. George Mocanu told the Agency that the local office of the State Chancellor's Office in Balti examines the legality of the decisions and orders of the municipal and district councils and does not fulfill political orders. He said the representative of the PCRM in Balti should provide proofs of the violations he mentioned so that the information can be checked. “As he did not file an application to the Government, but held a news conference, I think these are only electoral statements,” George Mocanu said.
