Bill with new regulations on assumption of responsibility by Government not endorsed

The Cabinet gave a negative appraisal to the legislative proposal of a group of MPs who proposed new regulations concerning the assumption of responsibility by the Government before Parliament for a program, general political statement or bill (stipulated in Art. 1061 of the Constitution), IPN reports.

“In essence, this bill comes to only abusively limit the Government’s capacity to assume responsibility in accordance with the provisions of the Constitution,” said Minister of Justice Fadei Nagachevski.

The minister noted that the draft Code of Parliamentary Procedures was adopted by the legislature in the first reading at the end of 2018. “We thus wonder why the authors of the legislative proposal do not suggest adjustments to that code that is to be given a final reading, but decided to submit a separate legislative proposal,” asked Fadei Nagachevski..

The authors of the legislative proposal said the regulations are in accordance with the Constitutional Court’s judgment of April 13, 2020.
