Authorities intend to change entry/exit tracking rules

The Government will implement a new automated information system called “Migration and Asylum” to keep migration under control. The system will keep a record of the processed invitations and of the persons that invite foreigners and stateless persons, as well as of the persons that were issued with entry visas for Moldova, of the foreign citizens and stateless persons that cross the state border, of the persons that violated the regime of staying in Moldova and of those on which the court imposed travel restrictions. The authorities consider that “Migration and Asylum” will be an instrument for managing and monitoring the entries to and exits out of Moldova. It will also enable to supervise the foreigners and stateless persons staying in Moldova by simplifying the registration and control procedures according to the ‘one stop office’ principle. Another aim of the system is to prevent and combat illegal migration and trafficking in human beings. Currently, the central public institutions empowered to take decisions over migration and asylum have autonomous, partly automated information systems. In such a way, there is a double control over certain information objects. The authorities are concerned over the fact that the migration processes have a strong impact on the stability and security of the state. Given that a significant part of the working population emigrated, the labour market in Moldova can suffer the consequences of the disproportions generated by the lack of skilled workforce. Also, the illegal migration leads to multiple problems related to the illegal entrance of foreigners and stateless persons into the country, illegal crossing of the country, trafficking in persons, worsening of the criminological situation, illegal employment and violation of the human rights. According to the Ministry of Information Development, 6,685 people emigrated from Moldova last year to settle abroad. As many as 1,968 immigrants came to Moldova in 2006. Some 605 of them obtained the right of abode, while 1,363 persons got permits of staying for a fixed period of time. The people that came to work in Moldova make up 42.1%, those that came to study 22.6%, while the family immigration 35.3%. It is estimated that between 500,000 and 1,000,000 Moldovans are now working abroad. The population of Moldova fell from 4.4 million at the census of 1989 to 3.9 million at the census of 2004.
