The defective system of managing the forest sector by the Forestry Agency “Moldsilva”, which was maintained following the non-implementation of the recommendations formulated in the previous audit reports of the Audit Office, led to a number of irregularities. Such a conclusion was reached by the Audit Office following the examination of the report on the audit of the performance of “Moldsilva” in 2014, IPN reports.
According to the report, the Agency didn’t respect the legal framework and didn’t establish substantiated criteria regarding the remuneration of personnel and this generated inefficient and inappropriate costs of 6.3 million lei.
The state’s ownership rights over areas of the forest sector weren’t registered. As a result, 192.72 ha were claimed, while 178.85 ha were illegally occupied by private individuals and legal entities. The people’s free access to forests was illegally hampered by placing fences and erecting other constructions.
Incomes of 1.3 million lei as rent for using wooded areas weren’t calculated and collected. The money earned from leasing out publicly owned areas was used as the Agency’s administration wanted. The given irregularities were estimated at 3.7 million lei. The right to rent wooded areas was illegally transferred and this generated illegal revenues, to the detriment of the people and the state budget.
