Attic-like apartments will be built according to new regulations

The Chisinau administration drafted regulations concerning the construction of attic-like apartments on apartment buildings in the capital city. The document will be included in the agenda of the next meeting of the Chisinau Municipal Council, IPN reports.

In a meeting at the Chisinau City Hall, councilor Oleg Cernei said that the building of attic-like apartments became a sensitive or even hot subject lately. “We face a series of problems deriving from the lack of regulations governing the construction of attic-like apartments. Conflicts appear often between the dwellers and investors. There is no clear rule as regards the consent that the dwellers must give for the construction works to start,” he stated.

According to the councilor, the regulations explain how the procedure for building attic-like apartments should be initiated and how a contest should be held. “The regulations provide that the building manager and the persons living on the last floor must give their consent to designing and constructing attic-like apartments. The contractor must have all the relevant documents authenticated by the notary,” said Oleg Cernei. 

Under the regulations, the construction company will have to sign a contract with two conditions – it will either transfer a share of 10% of the built area to the dwellers, or, if the dwellers do not agree, it will perform certain works, including repairing the piping system, replacing the windows, and renovating the façade. The design must be in accordance with the architectural style of the apartment building.
