The bill for which the Government assumed responsibility bypassing passage through Parliament hasn’t been consulted publicly and is aimed at isolating the legislative body. The situation was created artificially and intentionally and the bill hides evil interests that are not related to the state of emergency, PPPDA MPs Alexandru Slusari and Igor Munteanu told a news conference.

Alexandru Slusari said that in a parliamentary republic with parliamentary control, the bills must be consulted publicly, examined and debated. “But someone from the current Government decided that Parliament should be isolated and the docile parliamentary majority accepts something like this,” he was quoted by IPN as saying.

According to the vice president of the PPPDA, the responsibility assumption procedure is not welcome in a parliamentary republic. “This bill contains not only urgent, pressing measures, but also provisions concerning the budgetary-fiscal policy for 2021. This has nothing to do with emergency measures,” stated Alexandru Slusari.

He also said that the assumption of responsibility is dangerous given the dictatorship tendencies shown by this single center led by Igor Dodon and the wish of the latter to rule, which is inadmissible.

The MPs noted the measures proposed by the Government are insufficient for the economic sector. They are minuscule and do not cover all the categories that need support.

“This practice to govern by assuming responsibility is a dangerous instrument that has all the signs of a possible dictatorship,” stated Igor Munteanu.

On April 1, Government assumed responsibility for the institution of measures to support the citizens and business entities during the state of emergency. The minimum monthly guaranteed income for families with low incomes was increased from 1,107 lei to 1,300 lei for the duration of the state of emergency. The minimum employment benefit was set at 2,775 lei. The VAT rate for the enterprises of the hospitality industry was cut from 20% to 15% for the duration of the state of emergency. The deadline for paying local taxes for the first quarter of this year for business entities that stopped work in accordance with the decisions taken by the Commission for Exceptional Situations was extended until July 25. If a no-confidence motion is not submitted within three days, the bill is considered adopted.
