Asphalt for secondary roads was used to repair Alba Iulia St
The street Alba Iulia situated in Chisinau's Buiucani strict was repaired with asphalt of category V that is used for secondary roads and access roads to yards. Mayor of Chisinau Dorin Chirtoaca commented on the results of the investigation in a televised program on February 14 in the evening.
“The examination showed the lower layer meets the quality standards, but the upper layer does not. The water absorption degree is two times higher than the normal one. It was proved that there was used less tar than necessary,” said Dorin Chirtoaca. According to him, the category of the asphalt and other important details were not indicated in the contractor's plan for repairing the street.
Former acting Mayor of Chisinau Vasile Ursu, who was invited to the same program, said the asphalt crumbled as a result of the low temperatures. The deadline for executing such works is October 1, but the works on Alba Iulia lasted for about two weeks more. Dorin Chirtoaca replied that other streets in Chisinau that were repaired in the same period are in a good state.
Vasile Ursu stated this situation affected mainly the Chisinau Municipal Council, which is the main shareholder of SA “Edilitate” that repaired the street.
“Everyone says they did not do it intentionally, but I think there are certain networks of interest in this area too,” said the mayor, who conduced his own investigation into the given case, besides the official one.
The company that repaired the street will replace the damaged sections of the road or will fully substitute the upper layer. The costs are estimated at 15 million lei. Such a sum was saved when the Chisinau administration selected SA “Edilitate” at the tender contest as this company offered to do the works at the lowest price.
The asphalt used to repair Alba Iulia was examined by the State Road Administration. The results are different from those of the previous two examinations performed by a private company and by SA “Edilitate”.
Alba-Iulia was put into operation on October 14, 2010, on Chisinau's Day. It was repaired at a cost of 20 million lei. Three months later, a large portion of the street started to crack and crumble.
