Architects against the decision to build Cantemir Blvd
A group of architects, including authorities in the field and leaders of professional organisations of architects express disapproval regarding the formal discussions, way of adopting the Chisinau General Urban Plan (GUP) and constructing Cantemir Blvd, asserting that this decision was taken by “interested persons” without consulting the opinion of the specialised institutions and specialists.
According to a letter of the group of architects, published in the Friday’s edition of the Chisinau-based Newspaper “Jurnal de Chisinau”, the signers claim the lack of some open debates on the GUP, as well as the non-observance of the Regulations regarding the adoption of urban plans which includes the obligation to discuss them with the creation unions.
At the same time, architects assert that the suggested solutions regarding the city’s historical centre and construction of Cantemir Blvd in the historical zone violate the national legislation and ratified international conventions on historical cultural patrimony, being violated, at the same time, the Law on architectural activity, Law on t working out national importance projects by means of architectural contests.
The document’s signatories also say that alternative projects were not discussed and worked out according to international requirements, a fact that that did not allow to take an objective decision.
Architects underline that the funding of the single proposed solution, in the historical zone of Chisinau city, is contrary to the policy of international investment funds that stipulates the compulsory character of maintaining the natural and historical environment.
In light of the occured violations, the letter’s signatories propose to annul the decision on the GUP’s approval and that concerning the construction of Cantemir Blvd, until some alternative variants are not worked out and examined, with a view to maintain the historical urban environment.
The letter is signed by architects Grigore Bosenco, head of Designers Union of Moldova, Vasile Eremciuc, head of Architects’ Association, Victor Vornicov, head of Young Architects Union, dr. Sergius Ciocanu, ICOMOS head, branch of Moldova, Eugen Bazgu, vice head of ICOMOS, Anatol Gordeev, urban architect, Mihai Eremciuc, Valeriu Herta, dr. Tamara Nesterov and Boris Gangal.
Chief architect of Chisinau Nicon Zaporojan, interim head of Architecture, Urbanism and Land Relations Division, refused to comment for Info-Prim Neo on the letter of his colleagues, mentioning that this is “their own opinion”, while the GUP is an already adopted document.
The decision regarding the construction of Cantemir Blvd and reconstruction of adjacent districts was approved by Chisinau Municipal Council on March 20. It is the PUG’s largest investment.
Specialists assert that 26 historical buildings, which were constructed at the beginning of 19 century and can not be demolished, are placed in the zone of the future construction site.
The municipality explains that the reconstruction of Cantemir Blvd is welcomed to the ecological situation in the central zone of the city, to decrease the flow of transport on Stefan cel Mare si Sfant Blvd and to optimise traffic on the adjacent streets – Columna, Alexandru cel Bun, Bucuresti, Alecsandri, Puskin, Banulescu-Bodoni, Sfatul Tarii and Mihai Viteazul. It is also needed to create a new city centre with engineering infrastructure.
