No approved document or project exists that explains how the infrastructure of the "Chișinău Arena" project and the 59 related hectares will be used in the public interest. At the same time, the management company "Arena Națională " neither has a flow of current financial resources nor does it have a staff employment strategy. Additionally, the company did not elaborate on the methodology regarding the capitalization on the infrastructure and on the commercial spaces nor did it develop plans for taking over the management of the site. The Public Property Agency made public this information during a press conference.
According to the findings, the infrastructure necessary for connecting Chișinău Arena to public utilities, to road infrastructure and telecommunications was not planned. Most likely the cost of the project will greatly deviate.
"Neither the execution nor the design for the main access ways to this property was initiated. I really believe that we won't be able to access the building upon inauguration. This will be a pretty serious problem", said the APP Director General Eugeniu Moraru.
Moreover, the land on which the Arena is built was passed from the state's public property to the private domain. "What does this mean? We have an extended area of land transferred from the public domain to the private domain. This means that, if the state does not fulfill its financial obligations, this land can be divided into parcels and privatized. The same principle applies to the buildings erected there", explained Eugeniu Moraru.
Ion Potlog, adviser to the minister of economy and infrastructure, said that violations of the public tender process were found. One of the bidders was given the right to execute geodetic and topographic works during the auction, which represents a fair competition violation.
According to the adviser, when the status of the 69.2 hectares of land was changed from agricultural to land intended for construction, according to the law, the state was exempted from the compensation of losses. These are estimated at 96 million lei. At the same time, it was found that no public institution has any information regarding how the project assets will be capitalized.
Ion Potlog added that it was found that the "Arena Naţională" company does not have a flow of current financial resources, which creates impediments in terms of taking over the project under its management and creates other preparation obstructions. The arena will be transferred to APP management in the near future. According to the counsellor, law enforcement bodies were notified regarding all the identified irregularities.
Chișinău Arena is a public-private partnership project. It has a capacity of up to five thousand seats and has large spaces for sports, cultural activities, training area, Olympic pool, tennis club, as well as exhibitions, conferences and meetings. The previous government announced that Chișinău Arena will be inaugurated on October 2019.
