SA “Apa-Canal Chisinau” will directly invoice the water supply and sewerage services provided for consumers from 12 blocks within a pilot project to see the real difference between the volume of water recorded by the common block meter and the one recorded by the individual meters of consumers and to determine the share that should be paid by dwellers.
The company’s director general Veronica Herta, in the meeting of the public amenities commission of the Chisinau Municipal Council, said the decision was taken as a result of multiple complaints on the part of dwellers, who said that they pay a larger volume than they actually consume. “Regrettably, a part of consumers do not want to be supervised. In these buildings, 10% to 20% of the consumers do not declare the real volume of consumed water,” stated Veronica Herta.
Next week, they will start to work with apartment building managers, who will have to submit an application with the relevant request to SA “Apa-Canal Chisinau”, annexing the information from “Infocom” with the number of apartments, contact data of owners and number of dwellers. The managers will also have to present each dweller’s written consent for initiating the contracts and invoicing the services, by showing exactly the distributed difference in volume.
Controllers will monthly check the monitored water meters in the 712 apartments of the 12 blocks. The collected data will be processed, verified and included in the database of the company, which will issue the consumers with bills for the consumed water. This March, the consumers of the 12 blocks will receive the first bills for the water consumed in February 2018.
