Anti-corruption shield in public institutions
The corruption-related risks in public institutions will be evaluated according to a new methodology approved by the Cabinet. The initiative implies identifying the factors favoring corruption, and suggests recommendations to combat the scourge.
Sergiu Puscuta, the chief of the Anti-Corruption Center (ECCCC) says assessing the risks, according to the methodology, will be done through self-evaluation. The institution manager shall set up a self-evaluation committee of 5 or 7 relevant subdivision chiefs. Using the established tools, this group will analyze the legal frame in which the entity works, its structure and resilience against corruption, the acquisition system from the entity's budget, its public relations. They also plan anonymous poll amongst employees.
The new methodology, drafted with experts from the Council of Europe, will first be applied within governmental agencies in 2008, then, it will be spread over other public entities in 2009.
The methodology was applied during pilot-courses for judges from the Supreme Court of Justice, high-rank police officers and employees of the Ministry of Justice.
Sergiu Puscuta says the training sessions have proved the methodology is applicable in a variety of situations.
