The public municipal stations Radio Antena C and Euro TV will be liquidated as public institutions and than privatized, after the Audiovisual Code will come into force, declared on Wednesday, April 26 the vice-speaker of the Parliament, Iurie Rosca, also the chairman of the Peoples’ Christian Democrat Party (PPCD), who participated at a seminar regarding the Audiovisual organized by the Electronic Press Association – APEL with the support of the Council of Europe (CoE). Rosca’s opinion was refuted by the representatives of other political parties, experts, representatives of the CE. Rosca declared that some time ago the Company Teleradio-Moldova was making publicity and electoral campaign for the president Vladimir Voronin and for the government. At the same time, the municipal stations promoted the ex-mayor of Chisinau Serafim Urecheanu and the party headed by him. We must overcome these situations, these are the reasons why they will be privatized, said the chairman of PPCD. Asked if the opinion of the citizens will be taken into consideration, Rosca said “we won’t ask anyone, we are the legislators, we will ask in 2009”. The vice-speaker of the Parliament said the privatization will be organized transparently, correctly and legally, and everyone will have the possibility to participate. Referring to these declarations, Victor Osipov, councillor of the Moldova Noastra Alliance faction, declared that the opinion of Rosca is running counter to the recommendations of the Council of Europe, that stipulate this kind of problems require consulting of the civil society and of the community. The MP from the same faction, Antol Onceanu mentioned that the principle of accessibility is respected in a greater proportion at the municipal broadcasters comparing to the TeleRadio Moldova Company and the results of the expertise organized by several NGOs present Antena C and Euro TV more correct than other stations. Dorin Chirtoaca, the vice-president of the Liberal Party also said that the municipal TV and radio stations comply better with the standards of public institutions than TeleRadio Moldova. This the reason why their privatization is solicited and it is very possible that TeleRadio Moldova to end in the same way. Eugen Cibotaru the representative of the Media Division of the Council of Europe said that the project of the Audiovisual does not have to forget about the public local mass-media, that ensures a direct contact with the local public. Cibotaru said that the expertise of the CoE will probably tackle this fact. Solicited by Info-Prim Neo, Vasile State, the head of the Antena C radio station declared he does not believe that Rosca’s declarations speak the truth and he recommends to the chairman of PPCD to read the results of the surveys during the last electoral campaign, which clearly mention that Antena C has a sure tendency for equidistance and correctitude. If Rosca wants to fight with Serafim Urecheanu, it is his problem, but Antena C is just making as better as possible its duty. State noticed that the privatization is needed for controlling easier these two institutions. After the privatization the juridical statute will be changed, the journalists will be dismissed and afterwards persons that correspond to the interests of particular circles will be hired, said Vasile State. The project of the Code was adopted by the Parliament on April 6 with the votes of the PCRM, PPCD and PD deputies. The code draft which stipulates the presence of a single public broadcaster was criticized by many representatives of the political class and of the civil society. The project has been submitted to CoE for expertise. CoE is to present the results in several weeks.
