The Administration Board of the National Agency for Energy Regulation approved the new print forms for the electricity bills delivered to household consumers and companies. The new bills will be distributed starting August 2007. The new bills contain a warning line, by means of which they are informed that in case of not paying the sum included in the invoice within ten days from the shown payment deadline they will be disconnected from the power network, without any other warnings. Until now, the suppliers were sending special notes to the consumers who were not paying for the consumed power, fact that involved expenses, which were included in the tariff. Gheorghe Lupan, head of Regulation and Licensing Department of ANRE said that according to the estimations of the Agency, in 2007 the company has to send 4 million warnings, which means expenses of over MDL 12 mln. According to the cited source, in 2006 those five distribution companies of the country (RED Chisinau, RED-Centru, RED-Sud, RED-Nord and RED-Nord-Vest) have sent over 1.1 mln warning, spending about MDL 3 mln for this. As a result of this procedure there were disconnected about 60 thousand persons. About 715 warnings were sent in the first quarter of 2007 and MDL 2.2 mln were spent. According to the Regulation on the supply and use of power, the supplier has the right to disconnect from the power network the household consumers in case they do not pay the sum included in the bill within ten days from the payment deadline. The consumers have the right to ask the supplier to reconnect them after paying all the debt, and the supplier is obliged to reconnect the former debtors within two days after the consumer presented the request and paid the reconnecting tax. For the domestic consumers, the amount of the tax varies between MDL 85 - 509 (without VAT), depending on technical necessities. As of July 1, the Power Distribution Companies served over 1.2 mln consumers.
