ANRCETI employees learn to use European market analysis practices

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) completed the implementation of the EBRD-funded technical assistance project “Communications Regulatory Development”. In a summing up briefing, the Agency’s director Sergiu Sitnic said the objectives set by the parties were achieved. The project was useful both for the regulatory authority and national telecommunications market players, Info-Prim Neo reports. The two-year project was launched in October 2009. In the period, the project’s consultants gave extensive training courses in Chisinau for ANRCETI employees and specialists of national telecommunications companies, centering on problems of major importance for the development of the electronic communications markets of Moldova. According to Sergiu Sitnic, owing to the assistance provided by experts of the project, the Agency’s employees learned the best European practices for performing market analyses, designating the suppliers with dominant position on the market, setting the special obligations for them, working out models of costs for interconnection and access services, which have a special importance for the current stage of regulating the electronic communications markets. The experts produced a report on the improvement of the institutional aspects and cooperation in managing the range of radio frequencies in Moldova. It includes recommendations as regards the necessity of making changes to the system of licensing radio frequencies, said Sergiu Sitnic Paul Moffatt, EBRD senior consultant on legal matters, said the electronic communications sector is very important for the country’s economy and the partnership with the ANRCETI during the last two years has been successful. Project manager William Burnfield said the ANRCETI is a leader among the similar organizations of the Commonwealth of Independent States in a number of aspects and outran many of the CIS states and some of the Balkan and Eastern European countries as regards the market analysis it performed. The project was financed by the EBRD at the request of the Government of Moldova. It provided technical assistance to the ANRCETI in implementing the Law on Electronic Communications and adjusting the national regulatory practices to the EU norms and standards.
