Romanian-born German political scientist Anneli Ute Gabanyi said the resolution of the EU foreign affairs ministers by which the Government of Moldova is asked to prioritize reforms aimed at addressing the politicization of state institutions and systemic corruption shows that the European Union continues to have interest in Moldova - the whole Union, not only a particular country. “This is a very positive signal,” the researcher said in an interview for Radio Free Europe, quoted by IPN.

“It’s evident that some of the countries of the European Union do not want to support a party or another, a politician or another, but say it clearly, from the very beginning, that they want a constructive dialogue between all the political forces in the Republic of Moldova, but surely also underline the importance of a dialogue with the people,” stated Anneli Ute Gabanyi.

The scientist said that an interesting signal was given by the resolution – there will be no financial support without reforms. Speaking about the dialogue between the government and civil society, Anneli Ute Gabanyi said that this can be different, like osmosis of ideas from the protesters through politicians. “I think that if particular ideas are filtered out indirectly in the programs or in the behavior of the rulers, this will be an aimed and won point,” she stated.

Anneli Ute Gabanyi also referred to the process of electing the head of state, saying that if a President who pleads for stability is chosen, this could mean the end of the crisis. Asked what can happen if the head of state is elected by the people, the scientist said she would rather modify the percentage by which the President is elected in Parliament because the people are not always the best judge. On the other hand, she would also change the President’s prerogatives. “In such a country as the Republic of Moldova and as many post-Communist countries, there is yet a kind of longing for an almighty and rather authoritarian leader,” she stated.
