AMN considers that changes in the Parliament’s regulation are done in favor of the next speaker – Vladimir Voronin
The faction Alliance “Moldova Noastra” affirms that the draft on changing the regulation of the Parliament, conceptually, attacks the parliamentary democracy. AMN deputies state that this is an attempt – hard to disguise – to concentrate the authority by diminishing deputies’ mandate, of the factions, standing commissions and, first of all, of the opposition.
According to the AMN report, this legislative initiative shows that the fundamental principles of the state and democracy are held in derision. As regards the parliamentary democracy, the tendency to worsen the situation, already bad, is expressed by the draft on changing the Parliament’s Regulation.
„Taking into consideration that the parliament’s chairman comes from the coalition or the majority faction, the initiative proposes to legalize an authoritarian system of management, where only the leader makes decisions. And in the relationship Power – Opposition, the latter one, instead of being offered additional guarantees, it is oppressed and limited. If it passes first reading, the deputies of the European Parliament will find even more similarities between the democracy from Chisinau and the illegal autocracy from Transnistria. This would be an offence addressed to the democratic community – to adopt an anti-parliamentary concept during the visit of European deputies to Moldova”, according to the statement.
AMN considers that this concentration of prerogatives prepares one of the future solutions for Vladimir Voronin after loosing his last mandate as head of state. „Some forecast a pessimistic version for him –immunity for life for him and his entire family. The others propose see him as the next speaker, who would show, at last, after 2007 or 2009, that our republic is parliamentary indeed,” according to AMN statement.
The Alliance „Moldova Noastra” considers that the deputies are obliged to take care of the problems of the country and the nation, and not to make regulations and pocket parliaments for a Communist dictator.
Among the other provisions, the amendments stipulate the possibility to create own factions for parties coming to the Parliament in the composition of an electoral blocks. According to the draft, the parliamentary majority also will be considered the faction or factions’ coalition announced through a declaration and that has the number of deputies necessary for adopting fundamental laws.
