Alternative report on airport concession

The contract for the concession of the assets managed by the state-run company Chisinau International Airport and the adjoining land must be renegotiated. Also, the regulations and the nominal composition of the commission for monitoring the concession should be reexamined in order to clearly and coherently define the commission’s objectives. Such proposals were formulated by four MPs, who form part of the commission of inquiry into the concession of the airport, in an alternative report to the report produced by another five members of the commission, with which they do not agree and which they didn’t sign, IPN reports.

The four MPs are Socialists Oleg Lipskii and Vasile Bolea and Lib-Dems Anghel Agachi and Iurie Tap. The last is the chairman of the commission of inquiry.

”Our report is an alternative one as five MPs, who are thus the majority, approved their report. Actually, this report was drawn up by us. In May, when we tried to discuss it in two meetings so as to defend what was written there, they truncated it and modified our conclusions and analysis and approved the commission’s report by five votes to four in their favor. That’s why we must present a report that is based on a concrete analysis and that represents the reality. Society must be able to compare the two reports and see where the truth lies,” Iurie Tap told a news conference.

The alternative report stipulates that the airport is a profitable and strategic company that was leased out without conducting a feasibility study. More exactly, it was initially decided to concede it and then the study was carried out. The study actually looks as if it was conducted not for the state bodies, but for the concessionaire as it describes the benefits that this will enjoy. The concessionaire was chosen in nontransparent conditions, while the clauses of the concession contract are incompliant.

The commission of inquiry also includes Liberal Ion Casian, unaffiliated MPs Galina Balmos and Anatolie Zagorodnyi and Democrats Vladimir Andronachi and Sergiu Sarbu.

Contacted by IPN, Sergiu Sarbu said the alternative report presents an opinion that is different from that of the official report that was approved by a majority of votes. The official report was already distributed to the MPs and is to be debated in Parliament. The separate opinion is based on the own interpretation of the legal provisions and particular aspects. “The commission has its basic report, but Mister Tap does not agree and makes populist statements, with own interpretations,” stated the MP. “We will obey the procedure and will present the commission’s report not Mister Tap’s opinion in Parliament, not in a news conference,” stated the MP.

The commission of inquiry to assess the steps taken by the state to monitor the fulfillment of the commitments deriving from the concession contract was set up on December 3, 2015. It was to present a report in two months, but its mandate was extended.
