The bank fraud in Moldova consisted of three stages. All the stages were and continue being coordinated by the same persons. The criminal activity continues because none of the swindlers had been held to account, businessman Denis Urechi stated in a news conference hosted by IPN.

He said that the first stage of the fraud consisted in the release of nonperforming loans by Banca de Economii (BEM-Savings Bank). This stage took place during 2007-2014. The fraud at the BEM was protected by all the governments, from the Communists to the pro-Europeans. According to the ordinance made by prosecutors handing the fraud case, the stealing of 1 411 370 338 lei through nonperforming loans from the BEM is being examined at the moment. These are nonperforming loans that weren’t repaid to the BEM. The rest of the loans are being repaid or recalculated. There are also other cases that concern the provision of nonperforming loans, for example to Valiexchimp SRL, in the amount of 550 million lei. But these cases are classed as cases referring to the violation of lending rules, not to swindles.

The second stage of the fraud consisted in the issuing of state guarantees in the amount of 14 billion lei in October 2014-2015, using as pretext the disastrous situation at the BEM and the loans that weren’t repaired at the first stage.

The third stage, which continues, included the insolvency of the BEM and the issuing of court decisions concerning the collection of one and the same loan for several times so as to cover the fraud. Circumstances were created for the BEM to get a released loan back for six times, stated the businessman.

According to him, the people cannot realize why the bank fraud case stagnates. The citizens should know the juridical realities in which the case is examined, which are not at all optimistic, and should know that public figures are involved in this case one way or another.
