Prosecutor General Alexandr Stoianoglo said the suspended chief of the Anticorruption Prosecutor’s Office Viorel Morari wouldn’t have dared to make statements about his assignment to the Prosecutor General’s Office (PGO) and to make particular accusations if he hadn’t enjoyed political support. He refused to say who gives this political support to Morari, but referred to statements made by politicians and representatives of civil society in support of the chief anticorruption prosecutor. According to him, some of the prosecutors, among whom is Viorel Morari, left their comfort zone and, as they enjoy political support, resorted to populism, IPN reports.
“I’m convinced that without political support, Mister Morari wouldn’t have dared to do such things as there are particular rules in the prosecution service, where there is clear administrative hierarchy and the prosecutors do not behave like this. There cannot be anarchy and independent acts in the prosecution service and even the prospector general’s decisions can be challenged,” Alexandr Stoianoglo stated in the talk show “Natalia Morari’s Politics” on TV8 channel.
According to him, while the PGO was being headed by Eduard Harunjen, there were practically no instruments of control over the Anticorruption Prosecutor’s Office and the Prosecutor’s Office for Organized Crime and Special Cases.
The prospector general noted that he has nothing personal against Viorel Morari, as he does not have against any other prosecutor from the system. “The first thing done by Mister Morari after he was reinstated was to settle a score with Mister Chitoroagă, the head of the Prosecutor’s Office for Organized Crime and Special Cases who took legal action against Mister Tranga (e.n. Andrei Tranga, businessman in whose criminal case Viorel Morari was involved). That’s why Viorel Morari started a criminal case against Chitoroagă, arrested him and, through the agency of the prosecutor general, removed him from the post,” explained Alexandr Stoianoglo.
He noted the developments at the three POs show there is no supremacy of the law there. The human rights are not respected. The people are pursued. Businesses are being destroyed. They make money at these POs. “There will be no prosecutor’s offices outside control during my tenure at the PGO. This does not yet mean I will become involved in the examination of criminal cases, but I must know the human rights situation at these prosecutor’s offices, how many cases are being examined and were sent to court and how many persons are being held accountable.”
Alexandr Stoianoglo also said that the former acting chief of the Prosecutor’s Office for Organized Crime and Special Cases Dorin Compan will not return to this post, while Viorel Morari could theoretically return to the Anticorruption Prosecutor’s Office, but this will depend on the inspection results. If the inspection shows such key rights as the right to liberty and the right to freedom of movement were seriously violated and many cases weren’t investigated transparently, organizational measures will be taken in relation to Mister Morari.
Last week, the PGO announced that chief anticorruption prosecutor Viorel Morari will be delegated to work at the PGO for a month, while acting chief prosecutor for organized crime Dorin Compan will return to the Anticorruption Prosecutor’s Office. Also, Alexandr Stoianoglo entrusted two groups of prosecutors with the task of thoroughly inspecting the activity of the two prosecutor’s offices.
