Alexandr Berlinschii: We cannot speak about campaigning for now

Three complaints about eventual violations of the electoral legislation by the Party of Action and Solidarity’s potential candidate for the mayoralty of Chisinau Lilian Carp have been submitted to the Central Election Commission, said the Commission’s secretary Alexandr Berlinschii. According to him, it cannot go to campaigning yet as no candidate has been officially registered as a contender, IPN reports.

The Liberal Democratic Party of Moldova, the National Moldavian Party and the National Alternative Movement filed complaints to the CEC, demanding that the institution should determine the legality of the actions taken by the PAS representative in elections Lilian Carp. They said that brochures with the picture and electoral slogan of the PAS representative have been distributed to inhabitants of the municipality of Chisinau.

“We have three complaints on the issue, submitted by the representatives of three political parties. At this stage, they are being examined. The CEC’s decision will be made public. The Administrative Code doesn’t allow me to pronounce on a case examined by the Commission or I will be unable to participate in the taking of a decision. If we speak about candidates who are to be registered as contenders in elections in the municipalities of Chisinau and Balti, the registration cannot take place earlier than September 6. Respectively, until September 6 we cannot speak about candidates in elections and about campaigning,” Alexandr Berlinschii stated in the program “At 360 Degrees” on Radio Moldova station.

The CEC secretary also said that until the candidates are officially registered as contenders, the actions of the representatives of political parties are examined through the angle of the law on political parties and the law on political advertising.

“Under the Electoral Code, campaigning can start not earlier than 30 days before election day, which is not earlier than October 6. But we have other laws that regulate the activity of political parties. A political party works each day. We receive monthly reports on the activities of political parties with the incurred costs that are covered with subsidies provided from the state budget. It is clear that those who break the law will be penalized,” noted Alexandr Berlinschii.

The local general elections will take place on November 5 this year. A sum of 178 million lei was allocated from the state budget for holding the two rounds of voting.
