Airport parking can be one of the first private-public partnerships

The construction of a multi-level parking with 800 lots, near the International Chisinau Airport, can be one of the first private-public partnership (PPP) projects, declared Tudor Copaci, head of the Public Property Agency, Info-Prim Neo reports. Copaci said the state would offer 1 hectare to the private partner that should build the parking. The agreement is that the private investor will exploit the parking for 20 years, afterwards it will give up ownership to the state. 2 other PPP projects were elaborated with the support of International Finance Corporation, member of the World Bank. They are about the construction and equipment of the Center of Radiotherapy and the Center of Radiologic Diagnosis. “Building and furnishing these healthcare centers will be expensive. That’s why the private partner or partners will probably be foreign companies that have large financial capacities”, Copaci said. PPP agreements, according to the law, stipulate common responsibilities of the partners in implementing the respective project. Government’s priorities are such sectors as energy, public transport, road maintenance, industrial parks, aqueduct modernizations, construction of apartment blocks, agriculture, IT and others. Copaci says the Government presented Parliament 40 amendments to 9 laws in order to harmonize the relationship between private and public partners. Moreover, a special division will be created within the Public Property Agency to evaluate feasibility projects that will be realized within PPPs and to support PPPs’ formation.
