Agreement on Pro-European Coalition made public, not yet its annexes

The Democratic Party published on its official website the agreement on the creation and functioning of the Pro-European Coalition (PEC). Though it was earlier said that the agreement will be made public together with its annexes, where it is stipulated who and what posts will hold, this wasn’t done, IPN reports.

Under the agreement, the negotiators agreed the order of the votes held in Parliament on May 30. Democrat Igor Corman was to be elected as Speaker and then the MPs were to give a vote of confidence to the Government headed by the Liberal-Democrat Iurie Leanca. Afterward, there were to be elected the Deputy Speakers and the chairpersons of two permanent commissions.

The accord says the new government coalition has a general assembly consisting of all the MPs and ministers of the coalition. It comes together at request, but not rarer than once in semester. The meeting of the PEC leaders is another body of the coalition, which meets weekly to coordinate the subjects of the government agenda.

The Coalition Council and the Parliamentary Council are another two administrative bodies of the PEC. The first consists of at most four representatives of every signatory party and is to convene whenever necessary, but not seldom that once in two weeks. The second is formed of the MPs representing the signatory parties and is to agree the legislative agenda of the coalition. There will be also the Government’s presidium that will come together before the meetings of the executive to decide the agenda. The PEC’s secretariat has technical duties.

The agreement stipulates several priorities of the government, the European integration being the top one. Among other priorities are the country’s reunification, the balancing of the foreign relations, the economic development based on investments and the ensuring of balanced regional development.

The signatories decided to set up the Premier’s control staff that will check how the Government decisions are implemented. There will be created the Public Incomes Agency under the Government, which will unite the Customs Service and the Main State Tax Inspectorate.

The parties pledged not to attack each other and not to block decision making within the PEC. The coalition members will not accept the passing of members from one signatory party to another. They also agreed not to vote for bills proposed by the opposition if only they have a really important value for society.

In order to improve the relations and strengthen confidence between the members of the PEC, the signatories committed themselves to draft a bill on the coalition government that will be submitted for adoption within 21 days of the coming into force of the agreement, which is May 30.
