The restoration of a parliamentary majority is of vital importance for the country’s national interests, the PLDM says in the draft political agreement on the creation and functioning of the Pro-European Government Coalition that was made public on May 16. The Liberal-Democrats urge immediately investing a new pro-European Government, IPN reports.
According to the PLDM, the continuation of the European integration course is a national priority for the Pro-European Government Coalition. The coalition’s efforts will be aimed at signing the Association Agreement with the EU, creating a Deep and Comprehensive Free Trade Area, and ensuring Moldova’s free movement in the EU. The coalition will be a political association consisting of political entities that support its government program, for the period until the end of the current Parliament’s mandate.
The coalition’s Assembly will be the forum that will bring together all the MPs and ministers of the coalition, the administration of the member parties. They will come together when necessary, but not rarer than once in three months. It will be chaired in rotation by each of the leaders of the member parties and parliamentary groups. The Leaders’ Meeting will include the leaders of the parties that signed the agreement. The meeting will be held weekly and will center on subjects of the Government’s agenda. The coalition’s Council will consist of delegations of the signatory parties that will include by up to four persons each. The Council will be convened when need be, at the request of one of the signatory parties or political groups, but not rarer than once in two weeks. The Parliamentary Coordination Council will be composed of MPs representing the signatory parties and coalition partners. It will set the priorities of the coalition’s legislative agenda. Another component of the coalition - the secretariat – will be a permanent entity with technical functions that will provide assistance in all the coalition’s areas of activity – political, legislative, and executive.
The political agreement stipulates a series of areas agreed by the coalition, while the governance objectives will be described in the Government’s work program by observing such key elements as: ensuring of the preeminence of the law and the observance of human rights, the people’s welfare, social policies and quality of life. The European integration remains an absolute priority of Moldova’s internal and external policy, as well as the territorial reintegration and the consolidation of the state. The coalition aims to combat corruption, economic and financial offenses and to balance the foreign relations.
There will be created the Prime Minister’s Inspection Staff that will check how the Government decisions and orders are implemented, the Public Revenues Agency under the Government that will include the Customs Service and the State Main Tax Inspectorate, and the Agency for Foreign Assistance that will ensure the communication with Moldova’s development partners and will coordinate the use of the foreign technical and financial assistance.
The Public Procurement Agency will start to use electronic services so as to increase the transparency and efficiency of the procurement process. In order to improve the privatization and administration of state property, the State Property and Administration Agency as well as the Agency for Investment Attraction and Export Promotion will be transferred under the Government’s management. The Government’s presidium will be removed, while the Prime Minister will be empowered to perform Cabinet reshuffles. New Cabinet members will be named as a result of consultations with the political entities that delegated the members who will be replaced.
