The Constitutional Court (CC) ruled that the setting of an age limit for studies for a master’s or doctor’s degree at the Public Administration Academy under the President of Moldova is unconstitutional. A challenge to this effect was filed by parliamentary ombudsman Anatolie Munteanu, IPN reports.
The provisions on age limit were adopted by the Government in 2008 and 2003. Under them, the age limit of candidates for full-time education financed from the budget is 35 years for studies for a doctor’s degree in relevant institutions and 45 years for studies for a master’s degree in the Public Administration Academy under the President of Moldova.
The Court argued that the right to education is one of the most important human rights and it creates the preconditions needed for the development of the personality and human dignity and for the development of whole society. The right to access to education institutions must offer equal chances to any person who wants to study, based on merit.
The Court’s decision is definitive and takes effect when it is adopted. It will be published in the Official Gazette of Moldova. The issue was examined by six CC judges.
