“If there are two more unsuccessful attempts to elect the President of Moldova, the dissolution of Parliament will be inevitable. Everyone understands that successful relations with the European Union in a politically unstable country are impossible,” executive director of the Association for Participative Democracy ADEPT Igor Botan told Radio Free Europe in an interview, Info-Prim Neo reports. The expert said the politicians must understand that after the November 28 elections they must discuss with the Communists Party, civil society, the Constitutional Court and the Venice Commission so as to identify a correct solution to the political crisis. Igor Botan also said that the three democratic parliamentary parties have no strategy for electing the head of state though the agreement signed by them clearly says that they will jointly look for a solution. According to the expert, there are two approaches to the election of the head of state – a hazardous one and a consistent one. “The three components of the Alliance for European Integration and the Communists Party plead for the hazardous approach – let’s start and we will then see. The consistent approach is that the parties will not start the procedure for electing the head of state until Article 78 of the Constitution is not modified according to the proposal formulated by the Communists Party as the proposal of the AEI failed,” Botan said. The Constitution says the elections must take place in two months, after the Constitutional Court declares the post of head of state vacant. It happened so in September 2009. The presidential elections that took place in two months failed. The analyst said the popular approval rating of the Communists Party is decreasing and they lose ground from elections to elections. “But the risks for the AEI are also great as it is rather improbable that the European Union and the European Commission will support the continuous dissolution of the legislative body and amendment of the Constitution,” Igor Botan said.
