Additional incomes into Chisinau's budget are less than half of the debt to Termocom

In the first half of the year, the Chisinau City Hall has gained additional incomes to the budget worth 95 million lei, what is less than a half from the money necessary to cover the debts to the heat-supplier SA “Termoocm” assessed at 217 million lei, Info-Prim Neo reports. According to the head of the Finances Direction, Maria Caraus , a way out could be a staged schedule till the year-end. The court of appeals decided to maintain the charge of 540 lei /Gcal for the heat delivered from January to April 2008. The City Hall contested the decision in the Supreme Court. If the latter one decides that the charge is maintained at 540 lei per Gcal, and the budhet revenues are less than expected, Maria Caraus says the municipality may enter 2009 with debts. General Mayor Dorin Chirtoaca has asked to start the preparation of the heating system much before the start of the cold season, despite the hardships related to paying the debts to “Termocom”. The head of the Housing Direction, Dionisie Boaghie, says the pipes will be cleaned till the end of August, beginning of September. Asked by Info-Prim Neo to comment on the situation, the director of the Business Consulting Institute-Moldova (BCI), Mihai Roscovan, says the local administration is to develop a management plan in its relationships with SA “Termocom”. In addition, the expert thinks the municipality should commit to pay off the charge difference for heating. “This is the responsibility of the Government, not an obligation of the local authorities. He considers SA “Termocom” is a failing enterprise and the subject is approached politically.
