The tensions in the Security Zone affect the activity of the local administration of Dorotskaya village, where the councilors have to daily cope with specific risks and problems. The situation was discussed in a training course organized by the National Assistance and Information Center for NGOs in Moldova CONTACT for the local authorities of the region on October 24-25, Info-Prim Neo reports. According to Nicolae Panfil, the organizer of the training course and secretary of the Civic Coalition for Free and Fair Elections, the activity of the local public authorities of Dorotskaya and the state of spirit in the community is marked by the Transnistrian conflict. Such specific problems as the impossibility of cultivating the farmland located beyond the road controlled by the Transnistrian regime, the alarm that is almost constant in the settlement, the people’s distrust in the local and central public administration make the activity of the local public administration of Dorotskaya and probably other settlements in the Security Zone much more difficult. “By training the local elected authorities of Dorotskaya, we aim to offer the community extensive and relevant information about the local public administration so that we ensure the best connection possible between the local public authorities and the community,” said Nicolae Panfil. He stressed that they want to help develop fruitful cooperation relations between the local authorities of Dorotskaya and the district and central authorities. According to Nicolae Panfil, the active participation of the Dorotskaya councilors and other representatives of the local public administration in the training course shows that they are concerned about the problems faced by the community and want to find solutions to them. Valeria Cornici, senior consultant at the State Chancellery’s Local Office responsible for Dubasari district, said that perfect combination is ensured between the theoretical informative aspects presented in the training course by experts of CONTACT Center and the practices in the local public administration exemplified by the representative of the State Chancellery. “The information presented in the course is comprehensive and diversified. There are used different teaching methods like short films and concrete examples,” said Valeria Cornici. Deputy head of Dubasari district Maria Jambei said such activities make the local councilors to become more actively involved in decision making and in the identification of solutions to the problems encountered by the community. According to her, the activity of the local public administration in the Security Zone is different from the activity of the authorities of other settlements because the local councilors there have to work in a conflict situation. “Few investments are made in the area. The investors that come are alarmed by the presence of the Transnistrian administration and leave,” said Maria Jambei. Local councilor Nicolae Nicolaev said such discussions should take place more often in all the settlements so that the authorities know how to work. Another councilor, Alexandru Ivanov said such training courses should involve economic entities and the population so that they know what the public authorities do, what decisions they take and how they can have access to such information. The training course “Strengthening local public authorities’ capacities by training the local elected authorities” in Dorotskaya was held within the Domestic Election Monitoring and Voter Education in Moldova - Strengthening of Capacities and International Networking Project that covers the entire country. The project is implemented by the Civic Coalition for Free and Fair Elections that includes the National Assistance and Information Center for NGOs in Moldova CONTACT in partnership with the European Exchange Association. It is financed by the European Union Delegetaion to Moldova.
