Acting minister: Objectives of justice sector reform strategy were 75-80% achieved

The objectives of the justice sector reform strategy in 2015 were 75-80% achieved. This year, one of the most important goals of the strategy designed for 2011-2016 is to reform the prosecution service by implementing the corresponding law, Contacted by IPN, acting minister of justice Vladimir Cebotari said the implementation of the strategy greatly depends on the political situation in the Republic of Moldova.

“The objectives that we are late in achieving are probably the most important objectives. Among these is the adoption of the framework related to the prosecution service law, in particular as regards the Penal Procedure Code, and the ensuring of the functioning of the integrity institutions. I refer to the new Law on the Declaration of Property and Interests and the related legislation and the Law on the Reformation of the National Integrity Commission,” stated Vladimir Cebotari.

According to the acting minister, about 200 measures are to be taken by the end of this year. The political situation in the country influences significantly the strategy implementation level.

“The implementation of the strategy depends a lot on the political stability, even if this may seem paradoxical. We can draft many bills, but most of these must be adopted by Parliament. The legislature must be efficient and we also need a functional Government. The current interim Cabinet cannot approve bills and cannot submit them to Parliament. The legislative body cannot pass them because of the absence of a majority and we thus face difficulties here,” said Vladimir Cebotari.

The justice sector reform strategy for 2011-2016 was worked out by the Ministry of Justice following public debates and consultations with the main institutions of the legal system.
