About 70% of the people living in district centers have access to the drinking water supply system. In some of the towns, the accessibility is close to 100%, as for example in Cimislia (97.13%) and Ialoveni (94.44%), while in other towns it is much lower. In Donduseni, only 40.75% have running water, while in Nisporeni – about 19%. The data are contained in an ADEPT study of the accessibility of the main public utilities, IPN reports.
According to the author of the study Viorel Chivriga, the information is based on data provided by the local authorities of 17 district centers and municipalities. The data show that in most of the settlements, the losses of drinking water in the public distribution network represent 39% on average. The greatest losses are sustained in Edinet, Nisporeni and Rezina. 12 of the 17 towns covered by the study have functional wastewater treatment stations. However, in Cantemir and Soroca the wastewater from the sewerage system flows directly into the Tigheci and Nistru Rivers.
Only in three of the analyzed towns – Chisinau, Soroca, and Rezina – more than half of the streets are swept. In the other towns, this indicator oscillates between 30% and 50%. As to public transport, Cahul, Balti, Chisinau, and Ialoveni have the greatest transportation capacities. Donduseni, Criuleni and Cantermir do not have a public passenger transportation service. The access of persons with special needs to public transport represents a problem. Only Chisinau has public transport with wheelchair access, but only 5% of all the vehicles provide such access here.
The author recommended the local public authorities to update the policy documents on public services and to obligatorily introduce reporting procedures, to institutionalize a system for monitoring and assessing the performance of authorities in providing public utilities based on the performance indicators for every service separately, and to attract foreign and state funds for modernizing public water supply and sewerage services, cleanup and transportation services.
The study made by the Association for Participatory Democracy (ADEPT) covered the towns Balti, Basarabeasca, Cahul, Cantemir, Causeni, Chisinau, Cimislia, Criuleni, Donduseni, Edinet, Glodeni, Hancesti, Ialoveni, Nisporeni, Rezina, Soroca, and Stefan-Voda.
