Children in the national boarding schools are abused by educators and teachers, shows an analysis made by the public association “Partnerships for every child”. As the surveyed children said, the used disciplinary methods include the reprimand and the hitting with the pointer over the palm or even head. Because they are treated this way, the children feel guilty. According to specialists, this is serious as the children believe that they deserve being punished with such methods, IPN reports.
After examining the internal regulations of boarding schools, it was established that the procedure for employing staff does not include requirements concerning the prevention of child abuse. The personnel are not employed by public contest. The employee’s file contains standard documents and no certificates showing the lack of inclination or predisposition to resort to abuse. For their part, the teachers say the documents regulating their work do not specify the distinctive signs of the forms of abuse. They are told only verbally that they must not beat the children.
As to the possibilities of informing somebody from outside about cases of abuse inside such institutions, the children can only use a telephone that is listened to in parallel from the director’s office by the secretary, educator or even the director. In the bedrooms, the children do not have access to the phone.
The study revealed details about the living conditions in boarding schools. The children do not have enough furniture for keeping the personal belongings and toilet and are unable to have a bath. The work practice of the boarding schools does not envision methods of integrating the children into the family. This can lead to relational problems and, as a result, to child abuse and negligence.
