About 800 apartment buildings in Chisinau are not supplied with heat
Some 800 residential blocks in the municipality of Chisinau have not been connected to the district heating system by Termocom SA owing to their large debts for the previous heating season or because the inhabitants or the administrators turn down the offer due to the warm weather.
At Monday’s meeting of the Chisinau City Hall, Mihai Arusoi, commercial director of Termocom SA, said that the indebted blocks will not be connected until they settle all the debts. He stated that if the debts to the heat suppliers (thermoelectric plants CETs) are not cleared, these can reduce the heat deliveries and as a result all the consumers in the municipality will be affected.
According to Arusoi, the population must be more conscious and settle first the debts for the services that offer advantageous conditions. In particular, the heating bills can be paid during 12 months, while 60% of the real costs are covered from the local budget.
Though the Mayor General of Chisinau Dorin Chirtoaca did not approv the method for clearing the debts proposed by Termocom, he asked the heat supplier to connect all the apartment buildings to the heating system when the weather grows colder.
So far, Termocom connected all the nurseries, 87% of the education institutions and 76% of the healthcare institutions. According to officials of the City Hall, all the public institutions administered by the local authorities are now supplied with heat, except several institutions run by ministries.
Some 85% of the residential blocks managed by the municipal enterprises administering the housing sector, 57% of the ones run by the Associations of Privatized Dwelling Owners, 49% of those administered by the House Building Cooperatives and 37% of the departmental houses receive heat at present.
The situation is different in suburbs. Of the existing 234 blocks, only 55 were connected to the heating system, as well as 18 of the 30 schools and 15 of the 20 kindergartens.
