A study quoted by Minister of Health Andrei Usatyi says that 23% of the polled patients were told by the doctors to pay money even if they had health insurance policies, while 47% paid money voluntarily. The data were presented in a summing up meeting that was attended by Prime Minister Vlad Filat, Info-Prim Neo reports. “However, 79% of those polled said they are satisfied with the situation in the health system,” said the minister. Andrei Usatyi criticized especially the work done by the family doctors. The study made by the Ministry of Health shows that the visits to the family doctors are fewer in number than the visits to specialist doctors and this is inexplicable. Statistics show that only 23% of the hospital admissions are done according to program. In the rest of the cases, the patients are hospitalized through the emergency medical assistance service or direct requests. In this connection, Andrei Usatyi said that the personal costs in the private health system started to increase. The personal expenses in the public system and in the private system are now almost at the same level. “We must modify this ratio during the next years so that the costs for public services represent 70%, while for private services 30%, as in the whole world,” he stated. Andrei Usatyi also said that the young specialists do not want to work in the health sector because the salaries are very low. As to medications, he stressed that the prices of drugs have stabilized since 2010. After the meeting, Vlad Filat told the press that he was satisfied with the work of the minister of health because he knows exactly how Moldova’s health system should be. He said that the Government has always supported the useful initiatives and urged the specialists of the Ministry of Health to put forward constructive proposals that can produce results. The Premier specified that the state allocated 5.23% of the GDP for developing the health system. In the near future, the allocations will be 6%, as in the EU member states.
