Some 87% of the 110 minors held in the Lipcani Penitentiary for Minors will be amnestied until the end of this year. The measure forms part of the activities planned for 2008, which was declared the Year of Youth, Info-Prim Neo reports. The detainees that committed the offence before they turned 18 will be set free or their prison term will be reduced. Thirty minors expect trial after being examined by the penitentiary’s commissions. Another 30 convicts will be assessed by the end of this week, the acting head of the penitentiary Iurie Formuzachi said. According to him, the minors will be amnestied even if they committed killings or rapes. During a visit to the penitentiary on August 20, the Head of Parliament Marian Lupu talked with the prisoners and had lunch with them. Asked what they would do when released, most of the detainees said they would legalize their identification papers and start work. Some of them could not yet say that they would never return to prison. “When in jail, they are isolated from the society,” Marian Lupu said at the end of his visit, adding that the minors should be prepared for reintegration into the society. About 20 prisoners held in the Lipcani Penitentiary were selected by psychologists and social workers to attend training courses on socialization as from September 1. Afterward, they will teach their cell colleagues how to behave in the society. Several nongovernmental organizations and economic entities will provide education assistance and certain goods.
