About 1000 offences have been committed in the first 6 months of 2006 by minors or with their participation. The General Prosecutor Office states that in majority of cases minors were stealing alimentary products or material goods. Employees of the Public Order department of the Ministry of Foreign Affairs state that unemployment, school abandon and alcohol and drug abuse are directly linked to the increasing number of teenagers breaking the laws. Factors that represent a great risk of juvenile delinquency are the lack of parental supervision, lack of resources for living, vagabondage etc. In 2005, policemen registered 2031 offences committed by teenagers and with their participation, including 1956 felonies. In the mentioned above period 31762 official reports were initiated to the parents of the teenagers that committed administrative contraventions. The inspectors for minors and morals of the police offices found out 2898 young offenders and 708 unorganized families. At the moment, 5920 minors are registered at the police offices of which 632 were condemned to conditional punishment and 1740 families with problems. At the same time, the General Prosecutor Office states that the police bodies in many cases break the laws when arresting minors suspected of committing offences. More, the General Prosecutor Office states that disrespecting the legal provisions when arresting minors, ignoring international and national norms which stipulate that applying constraint methods to minors is an exception and can be used only if it is impossible to apply another alternative measure, illegally and arbitrary deprive children of their freedom.
