A new Broadcasting Code by June 2011

The National Public Broadcasting Institution is going to be divided into two autonomous companies: Radio Moldova and the National Television Moldova 1. Also, the mechanisms of financing the national and regional public broadcasters will be changed – based on subsidies and subscription charges. These and other proposals are contained in a draft of a Broadcasting Code developed by the Electronic Press Association APEL together with the specialized parliamentary commission. APEL expert Vasile State has told Info-Prim Neo that the new Broadcasting Code could become effective already in the second half of this year. The draft proposes a new formula for the appointment of the members of the Broadcasting Coordination Council (BCC). According to the expert, even if at present the BCC members are nominated by civil society, the political political affiliation of some of them is nevertheless felt. The new appointment mechanism is intended to definitively remove the political control over the BCC members. At the same time, Parliament will be able to dismiss the BCC president if there are major violations in the BCC's work. The project will also provide clear sanctions for the BCC to apply on the broadcasters that will violate the legislation. This, according to Vasile State, will deter the impunity that exists in the sector. The work on the draft has started in the fall of last year, but because of the protracted electoral processes its finalization has been delayed. Now the draft is being fine-tuned. The existing Broadcasting Code was adopted in 2006.
