Chisinau and Kiev held consultations about an eventual deadline by which the motor vehicles with Transnistrian license plates would be banned from entering Ukraine. For now there is no decision to this effect. If such a decision is taken, the Ukrainian side will inform the interested sides, Ukraine’s Embassy in Moldova stated in a response to IPN News Agency.
The Embassy said the cars that can leave Moldova can also cross the state border of Ukraine. “The vehicles that cross the state border should have license plates and documents that respect the international legislation. Owing to this fact, the drivers and passengers will be more protected in case of road accidents, when insurance compensation is paid, etc., and this will facilitate a lot travel not only in Ukraine, but also in other countries,” says the response.
The Government of Ukraine is attentively analyzing all the possible consequences of the ban that will prevent motor vehicles whose license plates and documents do not meet the conditions of the Vienna Convention on Road Traffic of 1968 and other existing international agreements from entering Ukraine.
As of September 1, 2018, the owners of motor vehicles living in the Transnistrian region can ask for neutral-design license plates from the Moldovan authorities to as to be able to enter international road traffic. In the middle of January, the Reintegration Bureau introduced a trial regime on the Moldovan-Ukrainian state border for vehicles registered on the left side of the Nistru, these being banned from crossing the border. But this regime was shortly abandoned. Later, Prime Minister Ion Chicu said Ukraine will ban the access of motor vehicles with Transnistrian license plates older than ten years as of April 1. According to him, the state institutions performed a test to see what happens when the vehicles do not cross the border. “We will see what happens after April 1, when Ukraine will not allow our citizens whose cars have Transnistrian license plates to cross,” stated Premier Chicu.
As regards the movement of cars with neutral-design license plates, the Embassy of Romania in Chisinau said that under the national legislation and international conventions to which Romania is a party, the motor vehicles registered in other states that are international law subjects can travel on the territory of Romania. “Consequently, the motor vehicles registered in accordance with the protocol decision on the participation in international road traffic of motor vehicles registered in the Transnistrian region that do not perform commercial activities, of April 24, 2018, under the conditions of the Vienna Convention on Road Traffic of 1968, to which the Republic of Moldova is a party, and under the subsequent legislation adopted in the Republic of Moldova, can cross the state border and can travel on public roads in Romania,” runs the Embassy of Romania’s response for IPN.
