95% of the education projects in human rights were not implemented or implemented partially

70% of the projects destined to the field of education in human rights stipulated by National Action Plan on Human Rights (NAPHR) were not implemented and 25 were implemented partially, the experts of the United Nations Development Program (UNDP) in Moldova, who made an evaluation research on this issue. During public hearings on the mentioned-above issue, organized by the parliamentary commission for human rights in partnership with the UNDP project “Supporting NAPHR implementation”, the representatives of a several ministers presented the actions undertaken in the field of education in human rights, and the experts of UNDP made the research public. At the hearings, the representatives of 6 ministries reported about the actions undertaken in the area, all of them mentioning that all the efforts have tangible results. On the other hand, the experts of UNDP claimed a series of gaps in this respect. According to the study, at the moment no Concept on human rights education is drafted and the main cause is the lack of initiative of the Ministry of Education and Youth. In this context, UNDP proposes to extend to July 2007 the term settled for the elaboration of the Concept and appointing the UNDP Project “Supporting NAPHR implementation” as a coordinator of this project. As well it was said that 90-95% of the university and school teachers do not have a special education in human rights, proposing in this respect to elaborate a joint strategy. At the same time, the experts of UNDP told that the National Council for Human Rights Education wasn’t created till present, although NAPHR stipulates this fact. The evaluation study also found out that the textbooks on human rights available in schools cover only 10% of the necessities; the campaigns in human rights education are organized not very often etc. The experts state that 90% of the respondents do not understand the notion of human rights and need to be instructed. National Action Plan on Human Rights (NAPHR) was approved by the Parliament on October 23, 2003.
