80% of persons are satisfied with attitude of judges, poll

80% of the persons who accepted to fill out a questionnaire concerning the quality of justice said they are fully satisfied with the amiability and attitude of judges. 69% of the respondents are fully satisfied with the accessibility of the case materials, while 70% – with clerks’ qualification. The questionnaires were worked out within the project ”Increasing Government Accountability by Monitoring the Justice Sector Reform” and covered the first three months of this year, IPN reports.

According to the poll results, 43% of the persons are satisfied with courts’ facilities, while 33% – with the quality of the courts’ websites. Most of the suggestions formulated by those questioned concerned the improvement of the technical conditions in courts, punctuality as regards the start of hearings, absence of information about the examination of cases, the professionalism of judges, prosecutors and lawyers.

The data were provided in a news conference where there was presented the first quarterly report on the monitoring of the implementation of the justice sector reform strategy. The report includes the results of the monitoring of hearings.

As to the measurement of the quality of justice by directly monitoring hearings during three months, after supervising 300 hearings selected randomly in all the national courts, it was established that almost half of the monitored hearings weren’t recorded. More than two thirds of the hearings were held in the judge’s office.

About 1,900 hearings will be monitored within the project until next September.

Olesea Stamate, head of the Association for Efficient and Responsible Governance and co-author of the project, said the monitoring involves 36 national monitors whose activity is coordinated by a network coordinator and three national experts that form the analysis team. They monitor by two hearings every month. All the monitors had earlier taken part in hearing civic monitoring activities carried out by Promo-LEX Association. They were taught the monitoring, reporting and interviewing meteorology and principles.

The project ”Increasing Government Accountability by Monitoring the Justice Sector Reform” is implemented by Promo-LEX Association and the Association for Efficient and Responsible Governance, with financial support from the European Union.
