The Chisinau heat supplier calls on the dwellers of apartment buildings with debts to seek explanations from the managers as to how the money paid for water was spent. It also encourages the dwellers to penalize the functionaries with responsible positions who do not cope with the situation and even discharge them by direct vote. In a communiqué, SA “Apa-Canal Chisinau” says that about 5% of the apartment building managers in Chisinau have considerable debts for water, IPN reports.
The supplier said that following the non-payment of bills and the ignoring of notices, prescriptions and lawsuits, the apartments with debts are disconnected from the water supply. The dwellers who do not have debts often stage protests and even block streets.
Mayor General of Chisinau Dorin Chirtoaca said that though the situation is tense for all the sides involved, the disconnections as the last constraint measure are justified.
“Apa-Canal Chisinau” director Constantin Becciev said that the company’s specialists continue to make effort to recover the debts. “Problems are encountered with only 4-5% of the apartment building managers of the about 600 registered in the municipality. These are mainly association heads who refuse to cooperate with the water supplier. Even if we try to recover the debts by other ways, using the legal leverage, there are a number of blocks that we have to disconnect from the supply,” he stated.
The director also said that there are blocks that have debts for water for many years and that are repeatedly disconnected from the water supply, but in some of the cases the dwellers reconnect themselves illegally, damaging the seals and water meters.
