40% of the population would take bribes if in positions of power - poll

Corruption is one of the most significant problems experienced by the citizens of Moldova, alongside poverty, price hikes, unemployment and low income. Perceptions about corruption, as a social problem, have not changed in the last two years, says Paul Acatrini, executive director at IMASinc Marketing and Survey Institute. The Institute conducted a survey on the perception and attitude towards corruption, commissioned by MOLICO, Council of Europe. According to Acatrini, people view Moldova as the most corrupt state in Eastern Europe. Half of the population believes that main factors driving corruption are the small salaries of state functionaries. The rapid enrichment of those in power or the lack of stricter administrative control, imperfections in legislation and the inefficiency of the judicial system are other issues mentioned by another quarter of the respondents. Moreover, 40% of respondents underlined that if offered the job of a civil servant with a low wage, they would accept bribes. Compared to 2005, the number of citizens believing that bribes should be offered while solving a problem, decreased from 34% la 23%. Citizens think customs workers/ border officials are still the most corrupt category, followed by doctors and police, deputies, public prosecutors, judges and ministers. Approximately 40% of the surveyed people said that doctors have asked for presents, money or favours on several occasions. Moreover, the percentage of those who do not believe it is corrupt to offer bribes in exchange for an adequate medical assistance decreased from 57% la 45%. Furthermore, in the last 12 months, half of the citizens supported the fight against corruption, 28% noticed an intensification of forces fighting corruption among low-ranked fuctionaries. Only 9% believe this phenomenon can be completely removed, while 2 in 10 citizens in Moldova believe there is no such thing as fight against corruption. According to the participants in the survey, the main factor contributing to forming opinions relevant to corruption is the mass-media, discussions with known people and personal experience. The survey was conducted in April-May, on a sample of 3075 individuals, aged 18 and more. The error margin is of 1.8%. The survey reflects the opinion of the population with regards to corruption and it does not analyse or evaluate the phenomenon objectively. A similar research regarding attitudes towards corruption as a phenomenon in Moldova was conducted in 2005, while the methodology for this year’s survey was exactly the same, in order to analyse in the same manner the dynamics of the public opinion regarding corruption.
