227 apartments for the poor to be built till 2009

4 living blocks with 227 apartments are to be built for socially vulnerable layers in Chisinau, Glodeni and Sangerei in 2008 and 2009, as the authorities consider selecting one locality more to build a house with 30-40 apartments, Info-Prim Neo has learnt from the Ministry of Constructions and Territorial Development.
The flats will be distributed to people internally displaced from Moldova's eastern districts, to 1st and 2nd degree disabled, to large families, to people having lost their assets following natural calamities.
Asked by Info-Prim Neo, Veaceslav Stefancu, the manager of the respective Governmental project, says 8 million euros are necessary, as Moldova will borrow 64 % of them from the Development Bank of the Council of Europe. The rest will be allocated by the local administrations. The bank will grant the loan for 20 years, with a grace period of 5 years, as the annual interest rate will less than 2.5 %.
According to the official, the beneficiaries will get their apartments for free. Yet the Bank suggests that the dwellers pay the rent during the first 5 years. Thus the local authorities will gather money to pay the debts to the bank. Stefancu says the Chisinau municipality has already refused to do so,assuming the expenditures.
The central authorities hope to put in commission the new dwellings till the end of 2009.
